Payment Standards: Effective November 1, 2024
Definition of Payment Standard
- 24 CFR 982.4
- Payment standard. The maximum monthly assistance payment for a family assisted in the voucher program (before deducting the total tenant payment by the family).

Annually HUD publishes a Fair Market Rent (FMR) report, and it is at the housing authority's discretion to set the Payment Standard between 90%-110% of this FMR.
The Payment Standard is used to calculate the housing assistance payment (HAP) for a family.
PLEASE NOTE: PAYMENT STANDARDS SHOULD NOT BE UTILIZED AS "RENTAL AMOUNTS".
Contract rents should be based on the market, as all units will go through a Rent Reasonableness test to compare the rental amounts with other similar unassisted units.
Use of the Payment Standard

- A payment standard is used to calculate the monthly housing assistance payment (HAP) for the family.
- The payment standard for the family is the lower of:
- The payment standard amount for the family unit (voucher) size
- The payment standard amount for the size of the dwelling unit rented by the family
