Section 3

What is section 3

Section 3 is a provision of the housing and Urban Development Act of 1968. The purpose of Section 3 is to ensure  that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing federal, state, and local laws and regulations, be directed to low-and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.

If you are a business and would like to complete the application with THA to become a Section 3 business, please first visit the Vendor section and register at our THA Portal Vendor Portal Home Page (thafl.com) and on our Marketplace Housing Agency Marketplace (internationaleprocurement.com). Once you have registered at both links, please complete the forms that we have provided in separate links as well. Please email the completed forms and requested documentation to Contracting@thafl.com.

If you are a THA Public Housing resident, THA section 8 resident, or live in the Hillsborough County area and meet the low and very low-income resident income guidelines, please complete the Section 3 Resident Certification form. The Section 3 Resident Income Verification form may be required if certain documents are not available.
